Priorities of the Local Actions Plan in the field of Energy Efficiency of public buildings of the Călărași city for 2021-2023 were established with the involvement of students, teachers, and representatives of civil society from the district. In this regard, the Institute for Development and Social Initiatives “Viitorul” conducted three workshops. The activities are part of the project “Promoting energy efficiency in Călărași”, implemented between August 2020 and August 2021. 

The project manager, Carolina Ungureanu, reported during the opening of the last workshop, which was organized on Thursday, February 18, that a project objective is the analysis of the current situation from Călărași city in the field of energy efficiency and the setting of development prospects. To achieve this goal more activities, including workshops, have been planned.

“In this project it is important for us to hear the opinion of the citizens and to strengthen their capabilities so that they become part of the decision-making process, and so that the local public authorities start taking into account their recommendations and needs that subsequently become reflected in the activity plans of the local public authorities who are responsible for the qualitative implementation of the solutions necessary to satisfy the needs of the citizens”, said Carolina Ungureanu.

Ion Muntean, a workshop trainer, mentioned that once the authorities' agenda is made public, the role of the citizen in the decisions taken by central and local public authorities must be increasingly active and important. With regard to the Local Actions Plan which are to be elaborated in the field of Energy Efficiency of public buildings of the Călărași city for 2021-2023, Ion Muntean stated that any policy document must have the support of civil society because the sponsors of such initiatives are interested in offering support to actions supported by the population. “They want to see the involvement and participation of the population, of the citizens in the decision-making process, the elaboration of policy documents, of priorities, etc.”, stated the trainer.

Victor Parlicov, another workshop trainer, noted that the involvement of citizens and civil society is a key element in the European policies and in ensuring the rule of law. "In the EU, the opinion of citizens, CSOs is taken into account in order to increase the confidence in the act of governance and in the decisions taken by the authorities," said Victor Parlicov.

Valeriu Gorincioi, a representative of APSE VADEMECUM, affirmed that these workshops are just the beginning, and that, over time, people will see that they have the opportunity to participate in new, interesting, curious, useful initiatives for their localities, and so they will get even more involved.

At the workshop, the participants manifested interest in the disponibility of investment projects in the field of energy efficiency and with regard to the question whether funders will be equally open to continue supporting such initiatives when the political situation in the country is unstable and in the context of the prolongation of the global economic crisis caused by the COVID 19 pandemic. Also, the participants mentioned the need to find a solution for the illumination of the entrances of the residential blocks in Călărași, as for now the inhabitants use their own power to illuminate the stairs of the blocks, but not everyone can afford it. In this regard, the experts recommended that the tenants form an association that would elect a president to represent these interests at the local public administration level. Ion Muntean stated that in these way solar panels were installed on the roof of a block of flats in a city in the Republic of Moldova.

The workshops were organized on February 4, 11, and 18. About 100 persons have participated in these workshops.

The Institute for Development and Social Initiatives ”Viitorul” is a beneficiary of the Local Grants Program of the European Union (EU) and implements the project "Promoting Energy Efficiency in Călărași district".

The Local Grants Program of the European Union (EU) is launched based on the Single Support Framework of the European Union (EU), granted for the Republic of Moldova (2017-2020) under the European Neighborhood Instrument, through the project "Empowering citizens in the Republic of Moldova" (2019-2021), funded by the European Union and implemented by the German Agency for International Cooperation (GIZ Moldova).

In the Center Development Region, the project implementation partners are the Association for Efficient and Responsible Governance AGER and AO "HABITAT".
