Competition in the public procurement market

Representatives of civil society organizations from the Republic of Moldova are welcome to participate in a new capacity development program in the field of public procurement monitoring and the use of public money. The program is part of the project "Cutting edge improvements in the public procurement system in the Republic of Moldova through inclusiveness, creativity and law-abiding practices", funded by EU through the Civil Society Strengthening Program to monitor budget support operations. The project is implemented by the Institute for Development and Social Initiatives (IDIS) "Viitorul".

Topics discussed in the workshop are:

- the legal provisions regarding the need to ensure fair competition in the procurement market;

- ensuring competition on the procurement market by contracting authorities;

- the Competences of the Competition Council to ensure competition on the procurement market and cooperation with the institutions regulating public procurement;

- anti-competitive practices in public procurement,

- indicators that may suggest an anti-competitive practice or agreement;

- the most common forms of anti-competitive practices;

- case studies investigated by the Competition Council;

- measures to prevent anti-competitive practices;
