The public procurement process. Stages and procurement procedures

Representatives of civil society organizations from the Republic of Moldova are welcome to participate in a new capacity development program in the field of public procurement monitoring and the use of public money. The program is part of the project "Cutting edge improvements in the public procurement system in the Republic of Moldova through inclusiveness, creativity and law-abiding practices", funded by EU through the Civil Society Strengthening Program to monitor budget support operations. The project is implemented by the Institute for Development and Social Initiatives (IDIS) "Viitorul".

Topics discussed in the workshop are:

- types of contract award procedures,

- elaboration of the awarding documentation and specification;

- award criteria;

- preparing the announcements and launching the procurement procedure;

- advertising and communication rules;

- the clauses and structure of the procurement contract. Contract models;

- opening and evaluating offers;

- evaluation of offers. Situations for disqualification of bidders;

- selection of the winner and conclusion of the contract;

- reporting on the outcome of the procedure,

- rules for publishing the results of the procurement procedure;

- implementation and management of the procurement contract;

- application of penalties for non-compliant execution of the procurement contract and inclusion of the economic operator in the prohibition list;

- monitoring reports on contract performance and publication
