This model of assessment of the state of local democracy represents a first for the Republic of Moldova and assesses the sub-national (local and regional) governance in terms of the needs of ordinary citizens, their vulnerabilities and their expectations, straightening a list of structural and attitudinal challenges that citizens And their communities, vulnerable groups and the population as a whole, feel it. Through the new data and the measurements it applies, the study assesses political representation, functional democratic mechanisms, the quality of services provided to the population, seeking to clarify the extent to which the prioritization and value of state policies in the perception and response of a demanding population.

Thus, the State of Local Democracy not only opens the dialogue between decision-makers and local actors but estimates and attributes comparative values ​​to key governance criteria. "Sustainable development needs good laws, administrative practices described through efficiency and integrity, but it also needs the creative energy of local participation, without which nothing and no one will guarantee prosperity to local individuals and communities, local autonomy and decentralization. Citizens value the government only to the extent that it can deliver what it expects: quality services, current and lasting public consumption goods, jobs, justice and treatment as the civilization aspired by the communities local. Meeting participants, local authorities, university professors, representatives of the associative sector, local media, had an active exchange of comments and discussions with the authors of the study.

The final report on "The Status of Local Democracy in Moldova" was presented on Thursday, June 29, at a national summit conference with the participation of IDEA International (Sweden) and the Swiss Cooperation Office (SDC) in the Republic of Moldova in order to make a comprehensive assessment The priorities, the underlying themes and the existing barriers to local and regional (sub-national) development. We note that the conclusions and policy recommendations of this Report, along with the many quantitative and qualitative data collected during the research, will be submitted to the competent authorities of the Government of Moldova, in the process of preparing some important national policies in the area of ​​decentralization.
