Public procurement

Integrity and transparency in public procurement are essential attributes of good governance in a democratic state. Public procurement is sensitive and exposed to the risk of corruption, therefore it requires control and monitoring by civil society to protect the public interest of citizens. IDIS "Viitorul" considers that civil society plays an important role in the reform of the public procurement system. Therefore, an open dialogue between government, civil society and the business community is the key element of this process. Our main objective is to contribute to increasing the transparency, integrity and efficiency of public procurement in Moldova, as well as the company's confidence that public money is used in the public interest.

    The reform of the public procurement system is necessary to adjust the national system to international standards and to connect it to the Community acquis, in accordance with the commitments undertaken by the Republic of Moldova concurrently with the ratification of the Association Agreement with the European Union. An effective public procurement process requires not only an adequate legislative framework, but also a functional and effective judicial redress system in the interest of all parties who could provide appropriate remedies and solutions in case of legislative violations and violations. Following the changes to the national legal framework on public procurement, a new debt settlement system was set up and the National Debt Settlement Agency was established as a special public administration body mandated to settle claims related to public procurement procedures.
