The best practices implemented by Moldovan local authorities in 2017 and 2018 were awarded on December 18 at a national ceremony. The event was organized by IDIS "Viitorul", within the Best Practices Programme, which is implemented with the financial support of the Council of Europe. The Programme aims at identifying, promoting and disseminating good practices among local public authorities in the Republic of Moldova, thus contributing to the efficiency of local governance.
"Best practices have a very clear purpose: to motivate and inspire communities to mobilize their own efforts to find solutions. Since 2005, we have been able to identify best practices through which important issues are resolved locally. We are sure that the good practices identified can be taken over, adjusted and implemented by other communities, thus contributing to the modernization and socio-economic development of the localities. Dozens of communities make us proud of what has been achieved so far, through what continues to develop. The achievements of the respective communities inspire us and make us hope for a more European, prosperous and beautiful country", said the executive director of IDIS" Viitorul", Liubomir Chiriac, at the opening of the National Award Ceremony of the best practices.
In turn, William Massolin, Head of the Council of Europe Office in Moldova mentioned: “You mayors are an inspiration, those who achieve true democracy, make the connection at the local level and promote the principles of daily democracy and that is why your work It is so important. I am pleased to see that so many good practices have been identified in the four sections of the competition, which concern transparency, involvement, cultural heritage and public services. It is extremely important not only to identify these good practices, but also to be recognized and shared, and the communities to benefit from these projects. This thing represents the key value of the Best Practices Programme”.
And Adrian Ermurachi, Deputy Secretary General of the Government, present at the event said: "The Best Practices Programme project is presented as a good practice in Strasbourg and even last week, I participating in an event at the Council of Europe and this project is presented as a good practice for other states and I congratulate the organizers for achieving such good results that are visible throughout the continent. The Government makes certain plans, but these things cannot be done without the support of the local authorities, who are daily with the citizens and with very limited resources manage to bring a better quality of life in the community”.
"The Best Practices Programme is the only program that highlights all those good practices of local public authorities, that work and the dedication of local authorities and for that, I bring all the gratitude of our partners. I would like to come here in a year to the ceremony to see here and the decidents of the country and to appreciate together how the local authorities, under the current conditions in the absence of local autonomy, we have these heroes from our communities that with limited possibilities manage to bring change. Congratulations and all the respect for the work you do”, said CALM President, Tatiana Badan.
For the current edition of the Best Practices Programme, 64 of the most innovative best practices, implemented by 41 local public authorities from Moldova, participated in the competition. The sections to which the local public administrations have submitted their best practices are 1. Transparency makes the difference! 2. Local involvement for urban revitalization; 3. Cultural heritage and authentic traditions; 4. Smart communities through efficient public services.
In the context of the national award ceremony, 11 certificates of participation, 11 mentions, 9 third-degree awards, eight second-degree awards and four first-degree awards and five special awards for the best practices implemented by local governments during 2017-2018 were offered. The winning authorities were awarded trophies, diplomas and surprises from the partners of the Best Practices Programme: the Council of Europe, CALM, the journal "Natura", the project "Migration and local development" (UNDP Moldova) and the program "Comunitatea mea" (USAID).

1st prize - Strășeni Town Hall for promoting integrity at local level
2nd prize - Ghidighici Village Hall (Chisinau municipality) for Mayor's Hour on Facebook "From the first source"
III Prize - Cimișlia Town Hall for the spokesperson system
Section: Local involvement for urban revitalization
Special prize - Local Action Group "Plaiul Codrilor" from Strășeni district
First prize - Cantemir Town Hall for the modernization of the public park
2nd prize - Ciuciulea Village Gall from Glodeni district for the construction of safe sidewalks with a length of 1 km in the locality and Schineni Village Hall (Soroca district) for the creation of the Inclusive Community Center
3rd Prize - Anenii Noi Town Hall for lowering the expenses for carrying out the street lighting works and the the Ruseștii Noi commune from Ialoveni district for street lighting in Ruseștii Vechi village, which has 300 inhabitants
Section: Cultural heritage and authentic traditions
Special prize - Calarasi Rayon Council for the ethnographic film "Calarasi - a land at the Gate of Heaven"
1st prize - Ciorești Village Hall (Nisporeni rayon) for the tourist route “Dor de Codru”
2nd prize – Pelinia Village Hall (Drochia district) for the opening of the Zestrea handicraft center and Răuțel Town Hall (Falesti district) for the traditional craft center
3rd prize - Bravicea Town Hall (Calarasi rayon) for the "La Hramul căruțașilor" festival and Mihăileni Town Hall (Râșcani rayon) for the Carpet festival
Section: Smart communities through efficient public services
Big prize - Ungheni Town Hall for the project "Healthy way of life provided by a modern cross-border sports infrastructure"
Special awards: Chiriet-Lunga Village Hall (UTA Găgăuzia) for the extension of the aqueduct system and Copceac Village Hall (UTA Găgăuzia) for the social center for the eldery people from Taraclia and Ceadir-Lunga districts
First prize - Cimișlia Town Hall for the one-stop shop and GPS system
2nd prize - Copceac Town Hall (Stefan Voda district) for sanitation and extension of street lighting and Mihăileni Village Hall in Riscani district for food market construction and Semelet Village Hall (Cimișlia district) for agri-food market
3rd prize - Budești Town Hall (Chisinau municipality) for the accessibility of medical services, Cobîlea Village Hall in Soldanesti district for the project "Age-friendly community", Mănoilești Village Hall (Ungheni district) for integrating children with disabilities and the Obileni Village Hall (Hincesti district) for the energy efficiency at the local kindergarten and the modernization of the street lighting system
In the 2017-2018 edition of the Best Practices Programme 64 good practices implemented by 41 local public participated in the competition. Regarding the regions, from the Centre 37 good practices from 23 localities were submitted; in the North - 10 good practices from 10 communities and 17 best practices from 8 municipalities were submitted from the Southern region of the country.
