Strengthening the capacities and skills of women in the political processes of Moldova

 

On December 13, 2024, IDIS “Viitorul” organized the dissemination and closing conference of the project “Strengthening the capacities and skills of women in the political process in Moldova”.

During the conference, Liubomir Chiriac, project manager, executive director of IDIS “Viitorul”, Barbora Žáčková, cooperation and development counselor, Embassy of the Czech Republic in Moldova, and Kristyna Fantova, project manager, Agora Central Europe, Czech Republic, delivered a welcoming speech.

The event was attended by about 60 women, representatives of local public administration, experts, and NGO leaders. The event began with a detailed analysis of the events carried out within the project, presented by Nicoleta Gherman, project assistant of IDIS “Viitorul”.

Later, Ms. Svetlana Racul, Boșcana City Hall, Criuleni District, spoke about her own experience in combating gender-based violence at home and in public spaces. In this regard, she mentioned that: “Significant results in combating gender-based violence can be achieved at the community level, first of all, by establishing a culture of intolerance about this phenomenon. This idea was promoted during the seminars organized by IDIS “Viitorul”. We are trying to do this in Boșcana”.

Ms. Olga Luchian, President of the Ştefan Vodă District, spoke about her experience in promoting and implementing her ideas in the development of communities in the district. Ms. President emphasized that: “Beautiful and sustainable things can be built for our citizens only by uniting all responsible forces in our society. In this vein, I am trying to promote ideas related to the socio-economic development of the Ştefan-Vodă District.

Ms. Lilia Pilipețchi, Mayor of Soroca Municipality, spoke about the successes in implementing communication and negotiation strategies in the local public administration. "The important achievements in Soroca Municipality are due to the good communication that Soroca City Hall has with the citizens in the community. Open and honest communication with the citizens has allowed us to overcome difficult moments and implement beautiful projects."

Ms. Lenka Krizkova, Director of the “Cesky Les” Tourism Agency, Czech Republic, spoke about her experience in managing regional destinations and developing areas with tourism potential using public funding. The ideas promoted by the Czech expert aroused keen interest among representatives of public administration.

Ms. Natalia Țaruc, councilor, Antonești City Hall, Cantemir district, spoke about the study visit to the Czech Republic: “Taking over and implementing the experience and good practices from the Czech Republic in local government in Moldova is our direct duty. In this regard, I believe that each of the women members of the Moldovan delegation, who visited the Czech Republic, enriched their own experience with many interesting ideas that can be successfully implemented in their communities.”

An important moment of the conference was the launch of the women experts platform (https://experte.viitorul.org/), which is intended to be a platform for communication and interaction through experts with experience in local public administration, economy, finance, politics, education, and other related fields. Nicoleta Gherman claims that: “The platform represents reliable support for women who intend to solve various socio-economic problems they face and, from this perspective, need support in the activities they are going to carry out”.

At the end of the conference, several topics were discussed, such as: attracting and involving young people in public administration; training a new generation of civil servants in public administration; migration of citizens abroad, etc.

Kristyna Fantova, project manager, of Agora Central Europe, pointed out that: “The Czech Republic has the necessary experience in bringing talented young people back home from abroad. Having gone to study, they return when the state creates attractive conditions for activity and professional growth”.

At the end of the discussion, Liubomir Chiriac, project manager, and executive director of IDIS “Viitorul”, pointed out the following: “Most young people in the Republic of Moldova are involved in the IT sector, which is attractive to them from several perspectives. Unfortunately, young people in the country are not attracted to the fields of education, science, public administration, agriculture, industry, etc. Attempts to solve these problems are being made. But, unfortunately, these problems remain unresolved at the moment. All the topics discussed will be taken into account and we will try to propose some solutions through future projects”.

The Institute for Development and Social Initiatives ”Viitorul” designed a guide about Knowledge Management (KM)

 

The Institute for Development and Social Initiatives ”Viitorul” designed a guide about Knowledge Management (KM), the process of managing knowledge and solutions for the problems of contemporary societies. It is addressed to research and innovation institutions, and universities, engaged in knowledge and solutions production. The purpose of the document is to help the research and innovation environment to implement KM programs.

The guide has three chapters: the concept of KM is defined, the evolution of KM is described, and provides a synthesis of the theoretical framework. The second chapter describes the steps that must be covered by the institutions that intend to implement KM programs. The last chapter highlights the factors which can lead to the success or failure of the KM implementation.

The guide says that transnational corporations, government agencies, and international institutions implement various KM programs to increase organizational efficiency and competitiveness in a global environment that is in a rapid change. KM programs were implemented in large private sector companies. KM can ensure the increase in productivity, efficiency, and competitiveness of organizations. The study found that the implementation of KM has become commonplace in the financial-banking and insurance sectors, in the medical and military sectors, in transport and telecommunications, in social protection, or by various government agencies. Many national agencies, such as USAID and GIZ, or international development agencies, such as the World Bank, UNDP, and IFAD implement different KM strategies. Universities and research institutions, specifically more and more universities in Southeast Asia, or agricultural research institutions in Africa, opt for various KM techniques and programs. 

According to the guide, KM is essential for academia and research institutions both from the perspective of innovation, accelerating the production and dissemination of knowledge, and the perspective of stimulating collaboration and knowledge exchange between researches, a process that contributes to the overall growth of efficiency and productivity. It concerns that research institutions and research departments within universities that effectively implement KM programs have a comparative advantage over similar institutions that do not implement such programs. They have developed a friendly environment, by increasing the innovation level and higher quality product development.

According to the guide, KM is nothing more than finding the best way to identify, generate, and exploit knowledge. The factors that contributed to the development of KM are globalization, competition, and technology. KM is a complex phenomenon that takes place against the background of the organizational culture and is based on three elements: people – to stimulate and nurture the sharing/transmission and use of knowledge; processes or methods, to identify, generate, capture, and share knowledge; technology, to store and make knowledge accessible, as well as to allow interaction between people.

The guide says that KM is a strategic approach that requires human resources, financial resources, and time. The decision to implement KM must be one assumed at the highest level, by the top management of the organization and/or by its founders. The decision implies the commitment to cultivate a new organizational culture and a new level of inter-human relations. The first step is to assess the current state of the organization from the perspective of knowledge and, based on the evolution, to define the purpose and the objectives. Among the most often invoked benefits of KM are: increasing transparency and making it easy to find relevant information and resources; capturing tacit knowledge and codifying it into explicit knowledge; promoter never-ending learning; enabling better and faster decision making; reusing ideas, document, and expertise; avoiding the redundant effort and making the same mistakes twice; communicating important information widely and quickly; providing methods, tools, templates, and examples; making scarce expertise widely available; increasing network connectivity; stimulating innovation and growth.

International practice in the implementation of KM attests to successes and failures. Some empirical studies claim that the failure rate is about 50%, and the number could be even higher if the failure was defined in a broader sense, by including programs that did not live up to expectations. The lack of a feasible and balanced KM Strategy – covering all components: people, processes, and technology, and being implemented in stages, is often the cause of failure invoked most of the times by researchers or consultants in the field. Also, the importance of organizational culture or more precisely the lack of a knowledge-friendly culture. Digitization, the development of Artificial Intelligence, and the change in the way people communicate will bring new challenges for KM program implementation.

The guide Knowledge Management was developed within the Strengthening Knowledge Management for Greater Development Effectiveness in the Near East, North Africa, Central Asia and Europe (SKIM) grand project led by the International Center for Agricultural Research in the Dry Areas (ICARDA) and funded by International Fund for Agricultural Development (IFAD).

Public call of 24 civil society organizations that the principles of transparency and efficiency in the use of public money to be respected in the conditions of the pandemic COVID-19

In the context of the state of emergency and of the COVID-19 pandemic, it is important to ensure that doctors and other professional groups that are in the front line of the pandemic fight, have all the necessary means of protection and that the patients are provided the necessary treatment for all diseases.

In this connection, in order to fight the COVID-19 pandemic and mitigate its consequences at the country level, it is of vital importance that the authorities:

  • allocate sufficient funding in a timely manner to procure the means of protection, medicines, and medical equipment;
  • reprioritize public procurement, based on the needs dictated by the state of emergency and public health necessities, in the context of the COVID-19 pandemic and of the predicted economic crisis;
  • conduct fast, transparent and efficient procurement, in accordance with simplified procedures applicable to all urgent healthcare necessities.

In order to safeguard citizens' confidence that the authorities are taking all possible measures to save the lives of citizens, we demand transparency and objectivity in planning and conducting urgent procurements. Transparency is an important condition for the confidence of the society in the actions of the authorities, as well as for reducing the risks of corruption and increasing the efficiency of public procurement.

In this context, we ask the authorities:

  1. to publish detailed lists and technical specifications of the means of protection, medicines and medical equipment planned to be purchased;
  2. to make direct purchases, including from foreign suppliers, in order to have access to the best prices, quality and delivery terms of the means of protection, medicines, and medical equipment;
  3. to publish immediately the contracts for the purchase of the means of protection, medicines, and medical equipment, as well as the reports on the implementation of these contracts (goods, delivered quantities, etc.);
  4. to ensure the transparency of the procedure for the resolution of the appeals; the National Agency for the Solution of the Appeals is asked to stream online the sessions for examining the appeals by using the modern means of video conferencing and to publish all the appeals and issued decisions on the web page of Agency;
  5. to review the priorities of procurement in other areas, in order to ensure the fulfillment of all the needs of the fight against the COVID-19 pandemic and its consequences;
  6. to use the possibility of carrying out with other states joint procurement procedures for means of protection, medicines, and medical equipment;
  7. to increase the monitoring and control of direct purchases - without auction - of goods, services and works in order to avoid abuses;
  8. to develop an open electronic system for the management of stocks of means of protection, medicines and medical equipment.

It is important to consider the following:

  • Simplified procurement procedures to combat COVID-19. On March 17, the authorities declared a state of emergency. This allowed the Commission for Exceptional Situations to decide on the simplification of procurement procedures necessary to combat COVID-19.
  • Lack of transparency in the public procurement process and lack of adequate motives for the volume of procurements propose to be conducted in order to fight COVID-19. Authorities have allocated several tens of millions of lei for the purchase of masks, gloves, suits, protective screens and respirators. However, the transparency and soundness of these processes are not adequate. For example, it was proposed to purchase 1,957,980 medical suits for doctors. If they are designed for multiple uses, it is not clear why it was necessary to purchase this quantity, with which almost the entire population of Moldova could dress. At the same time, people face the shortage of protective masks, which, following the example of other countries, can be procured centrally and distributed free of charge to the beneficiaries.
  • Direct purchases from foreign suppliers can reduce the cost and delivery time of goods purchased to combat COVID-19. So far, the authorities have purchased protection means and medicines only from local suppliers. However, this limits competition and, in the context of an emergency situation, can increase costs and delivery time. However, the legislation allows authorities to make purchases from foreign companies, which could lead to increased competition, lower prices and accelerate deliveries. However, the authorities have not yet resorted to this opportunity.
  • Priorities in the use of public resources in the fight against the COVID-19 pandemic and its consequences. According to the information in the public procurement system, some contracting authorities continue to initiate purchases of goods, services, and works, which are not a priority (cars, renovation works, etc.), taking into account the state of emergency and the forecast economic crisis.
  • Abuse of simplified procurement procedures. Cases have been detected, when the contracting authorities, using the state of emergency, procure with the help of direct procurement, i.e. without auction, goods and services which have no connection with the fight against COVID-19 and with the protection of public health.

Given the significant impact of all the measures taken on the lives of the people of the Republic of Moldova, we ask you to consider this appeal.

CHANGES IN IDIS MANAGEMNT

By November 1st, 2018, IDIS (Institute for Development and Social Initiatives) will be represented by a new Executive Director, Dr Liubomir Chiriac, who was recently appointed by the Administrative Board of IDIS, seconded by Carolina Ungureanu, Deputy Director for International Cooperation.

Liubomir Chiriac is a PhD in Mathematics, University Professor (State University of Tiraspol displaced in Chisinau) and Coordinator for the regional & local development programs at IDIS, while Carolina Ungureanu holds a Master in European Policies, acting as Program Director for the Competitive Society Program at IDIS.

The above mentioned management changes is a long-standing democratic mechanism, enshrined by IDIS Founding Charter and  very much respected by IDIS, therefore promotion of the first women in the leadership positions of the Institute follow the democratic background ad good practices in gender representation, inspired by the Agenda 2030 for Sustainable Development.

As one of the leading think tanks of Moldova, IDIS remains faithful to the democratic principles of integrity, impartiality and neutrality, a think tank dedicated to European values ​​and national interests.

Dr Igor Munteanu will continue to serve as a permanent Member of the Administrative Board, as a Founder of IDIS Viitorul, one of the leading think-tank organizations since 1993.

PhD Liubomir Chiriac:

Liubomir Chiriac has qualifications and areas of expertise in regional and local development, public administration, public services, civil society, strategic development, organization management. He coordinated the implementation of about 40 national and cross-border projects. Between September 2010 and January 2016 he served as Executive Director of IDIS "Viitorul".

Carolina Ungureanu:

Carolina Ungureanu is a Grants Manager / Fundraiser and Project Coordinator within the Institute for Development and Social Initiatives (IDIS) “Viitorul”, Chisinau. She was previously a University Lecturer at the State University of Moldova, Faculty of International Relations, Political and Administrative Sciences, and at the Faculty of Communication. She holds a Master degree in International Relations. She is PhD student in History and Theory of International Relations and Global Development, State University of Moldova, Faculty of Political and Administrative Sciences, Chair of International Relations. She is writing her PhD on the subject: “The Implication of European Union in the process of stability consolidation in South Eastern Europe”.

The information space of the Republic of Moldova, in the midst of hybrid threats

Moldova's information security is constantly threatened, and media manipulations are frequent. But state authorities have not identified adequate solutions and mechanisms to protect their citizens and national interests against hybrid threats. This was the generic public debate held at the Institute for Development and Social Initiatives (IDIS) Viitorul on 10.26.2017, titled "Informational Space Amid Hybrid Threats".

IDIS Viitorul Director Igor Munteanu said that democracies need to know how to defend themselves through resilience mechanisms, this is the key condition that the big and small states have to answer. The RM needs to endow itself with a firm policy of protecting citizens and the national space of viruses para tagging for the weaknesses of transition, and the confusion of some segments of political elites. In his opinion, manipulation in public space is a form of abuse of power, which should surely awaken the intervention of responsible state agencies, irrespective of the origins of this hybrid, internal or external viruses. We notice the appearance of dozens of clone newsletters, trolls, which are taught to multiply false information, corrupt trust in true, professional media, serving in this way obscure interest groups. Especially lately, politicians are increasingly appealing to such guerrilla campaigns, promoting hate speech and misinterpretation of professional journalism standards, as long as the current legislation does not even outline an institutional framework to respond to such a situation.

Eugen Carpov, deputy chairman of the Parliamentary Committee on National Security, Defense, and Public Order, said that the Republic of Moldova should have a pragmatic and correct approach to the national interest. Hybrid threats are used in the international environment as a hybrid war concept, and the media is the backbone of this war. Military units, terrorist organizations, political parties, media, NGOs, large economic agents, secret services, religious and ethnic groups, diplomatic and humanitarian instruments are used. The MP exemplified the informational hybrid war in the Republic of Moldova through the Transnistrian region, which with interpersonal, officers and special services undertook subversive actions in the Republic of Moldova. "We have weak institutions, including those who have to fight these actions, especially in the information space. We have an apathetic population that is not interested in the processes in the country".
Vlad Ţurcanu, a free-lancer, media expert, illustrated in his presentation the following statements: The Moldovan authorities are willing to limit the proportions of Russian propaganda only sporadically when the governing parties are affected by political interests. In such cases, ACS exercises vertical pressures on the Audiovisual Coordination Council or on other public institutions with attributions in the field that it causes them to act on. In general, however, rather, civil society and international partners show concern for the hybrid war. It is a distinct element that distinguishes RM from states in similar situations who find their own resources to counter the attempts of some Russian environments to distort reality and undermine the European vector of those states.

Propaganda cannot be tolerated if we want to save the social organism from information infections, said Corina Cepoi, director of Internews. However, propaganda cannot be replaced by another type of propaganda, established by more restrictive legislation, but above all by positive examples, as the Baltic states do. "We can not treat tuberculosis cancer." In turn, Virginia Nica, Moldnova Portal News Coordinator, reviewed the media space in the Republic of Moldova, which is facing new communication technologies, illustrating the differences and challenges posed by new technologies. On behalf of the Association of Independent Press (API), Lilia Zaharia, a reporter, has illustrated several concrete cases of falsification of information space through clone sites, falsified data used to distort some monitoring reports and press campaigns of the type stop fake.md. Reports regularly reported by the API point to the rise in the false news and even a new news distortion industry, created as an appendage to political campaigns, and which, unfortunately, does not cease even after the end of the official election campaign.

Today's debate has revealed a wide predisposition for solidarity on the subject of informational space security in the RM against foreign hybrid threats, but also against misinformation, hate campaigns, domestic propaganda, led by political mercenary and 'praetorian guards' (troll). The speakers had clear and well-structured messages through objective assessments and responses to hybrid information sources threats. The participants showed an undisguised interest of some public authorities, but also the absence of others. In conclusion, the speakers referred to the subject of the existing relationship between democracy and the right of the citizen to be informed, to be able to express opinions, without fear of being punished or abused by influential authorities or groups. It is the task of active civil society to reanimate the public space, the 'agora', the space that generates social capital and citizens aware of their rights and freedoms. The Republic of Moldova needs legislation to deal with the pre-existing threats, as well as the elaboration and adoption of the media development strategy of the Republic of Moldova in line with international practices and the revision of the current Audiovisual Code.

A synthesis of the main conclusions and recommendations of the 10.26.2017 debate will be made available to those interested over the next week.

Promoting minority rights at workplaces and in communities, discussed at IDIS "Viitorul"

On 31 October – 01 November, Institute for Development and Social Initiatives (IDIS) “Viitorul” hosted a National Workshop “Promoting Minorities Rights at Workplaces and Communities in Moldova”. The event was organized in the frame of the project ”V4 and EaP Platform Promoting Minority Rights at Workplaces and in Communities", which is being implemented with the financial support from International Visegrad Fund and The Ministry of Foreign Affairs of Netherlands. The aim of this project is to create a platform for dialogue to promote the rights of national minorities at workplaces and in the communities by learning from the best practices of Visegrad countries and generating solutions for minority integration issues, both at workplaces and in the communities.

The Workshop attended by representatives of ethnic minorities, trade unions, employers, representatives of state institutions responsible for state policies in the field of inter-ethnic relations and minorities' rights protection, such as the Bureau of Interethnic Relations, the Ombudsman's Office, as well as local actors, NGOs active in promoting minorities integration in the communities and strengthen the cooperation between employees and employers. The workshop served as a platform for dialogue among various actors interested in promoting minority rights, for finding solutions to the current challenges regarding the linguistic integration of minorities, participation in decision-making process, and also learning good practices from the Visegrad countries on ethnic minorities inclusion at workplaces and in communities.

Svetlana Rusu of the Investigative and Monitoring Directorate, Ombudsman’s Office, said that although there are cases of minority rights violations, the institution she represents has not been notified. "The institution reviews applications for alleged violations of human rights, recommendations on reinstatement of individuals, improvement of human rights law and amicable settlement of conflicts between authorities and individuals”.

"None of the criteria of discrimination can be the basis for a layoff. No offensive appeals, incitement to hatred, discrimination, intimidation or violence against colleagues on the basis of a discriminatory criterion are allowed. In the recruitment, selection or employment process, the conditions that discriminate against employees according to ethnic criteria are excluded ", explained Elena Carchilan, the head of the Labor Inspectorate of the National Trade Union Confederation of Moldova.

Dmitrii Lecarţev, president of the Ukrainian Youth Association "Zlagoda", mentioned within the Workshop that "national minorities face problems in employment in governmental institutions. They are either rejected or are not accepted on ethnic grounds. In the private sector, there is no ethnic criteria in the recruitment process. If you are a good worker, then you are employed and even promoted for managerial positions."

The Law of medecaments, with gaps and risks

The social impact of medicines is significant, as these products are primarily needed for representatives of socially vulnerable groups, including children, people with disabilities, and older people. Given that the Medicines Law was approved in 1997 and some articles are overcome, a systemic approach is needed to regulate new drug conditions. The proposed bill for public consultations contains a number of specific weaknesses and risks such as the density of pharmacy placement unjustifiably, risks related to the sale of drugs through specialized shops, traceability and flow of medicines are not effective enough, reduced access to compensated medicines in the rural area, the risk of low and counterfeit quality products entering, the regulation of price formation of ineffective medicines and much more.

Maria Cojocaru-Toma, a pharmaceutical policy expert, notes in the analytical note on the Medicines project that the risks and impediments in the bill will ultimately lead to serious deviations from state policies in these areas involving more expensive drugs, of lower quality and inaccessibility, the risk of unwarranted and uncontrolled increase in the consumption of pharmaceuticals.

Maria Lăpteanu, the head of the Ministry of Health, said at the event that the ministry will come up with changes to the drug law and will take into account the needs of the population, especially of the specialized drugstore shops. From an economic point of view, the patient has free access to reach.

The representatives of the pharmacies are of the opinion that there is now a need to channel the efforts for the supply of medicines to the Moldovan population, given that in some regions of the country there are even problems.

The main recommendations for improving the law on medicines aim at adjusting the Draft Law on Medicines to European and international best practices on quality and safety of medicines, ensuring AMDM's monitoring and reporting on the activity of all economic agents involved in the proper assurance of serving the population with medicinal products.

At the same time, the author of the Analytical Note argues that there is a need to improve the text of the Draft Law on Medicines, which contains violations and deviations from unanimously accepted rules on the storage, preservation, quality and release of medicines, including the drafting of terms in the field. There is also a need to conduct a profound and multidimensional analysis of the impact of the Draft Law on Medicines on the Population, including rural areas, in order to ensure the protection of citizens' rights to pharmaceutical care, and changes in the pharmaceutical system to be correlated with the reform of the health system as a whole.

The elaboration of the analytical note was made in the framework of the project on the monitoring of political, social processes and the formulation of political syntheses, implemented by IDIS "Viitorul" in partnership with FriedrichEbert-Stiftung.
